
DTCP vs RERA: What’s the Difference?
When buying a plot or property, you may come across terms such as DTCP approval and RERA registration. Although both are important in the real-estate sector, they serve different purposes.

What is DTCP?
DTCP refers to the Directorate of Town and Country Planning in Tamil Nadu.
Planning authorities deal with matters relating to land-use planning, layouts and development permissions within their applicable jurisdictions.
For a plotted development, buyers should ask the developer for the relevant planning/layout approval documents applicable to the project.
What is RERA?
RERA refers to the Real Estate (Regulation and Development) Act, 2016.
RERA was introduced to improve transparency and accountability in the real-estate sector and to protect the interests of homebuyers and property purchasers. The legislation covers real-estate projects involving plots, apartments and buildings, subject to its applicability and exemptions. India Code
DTCP and RERA Are Not the Same
A simple way to understand the distinction is:
Planning approval → concerns whether development/layout planning has received the required approval from the competent planning authority.
RERA registration → concerns regulatory registration and disclosures for real-estate projects that fall within RERA’s scope.
So, DTCP approval and RERA registration should not be treated as interchangeable terms.
What Should a Buyer Check?
Before purchasing a plot, ask for:
- Relevant layout/planning approval documents
- RERA registration details, where applicable
- Title and ownership documents
- Encumbrance-related records
- Plot dimensions and survey details
- Details of roads and common areas
- Sale agreement and other transaction documents
One Important Point
Not every project is necessarily required to be registered under RERA. The Act itself provides exemptions, including projects below specified thresholds, so buyers should check whether RERA applies to the particular project rather than assuming that every property must have a RERA number.
